Control Isn't a Department. It's a Culture.

6:37

*Why the best investment operations aren't the ones with the most rules, but the ones where doing the right thing is simply the reflex.*

Ask any operations leader what actually keeps them up at night, and you will rarely hear that they need more technology. You will hear something closer to this: I hope nobody makes a mistake on tonight's trade file. I hope that reconciliation was actually reviewed, not just checked off. I hope the person who knows how our exception process really works doesn't take another job next month.

That space between completing a task and truly owning its accuracy is where a culture of control lives or dies. And in an industry that runs on trust, few things matter more.

**What We Actually Mean by a Culture of Control**

It is not a binder of procedures sitting on a shelf, and it is not a compliance calendar full of due dates. A real culture of control is a reflex. It is what a person does when nobody is watching and there is no report that will ever say whether they did it.

Think about how airline pilots run through a preflight checklist before every single flight, including the ten thousandth flight of their career. They are not doing it because they forgot how to fly. They do it because the checklist, run the same way every time, is what keeps every flight safe, not just the ones where something feels off. A culture of control is that same habit, built into the daily rhythm of an operations team rather than treated as a chore reserved for audit season.

**Why This Matters More Than Ever in Investment Operations**

Investment managers today are carrying more operational weight than at any point in recent memory. Regulators expect firms to demonstrate not just that a control exists, but that it works, every day, under real conditions. Deloitte's research puts it plainly: regulatory compliance is not an event, it is a culture that shapes the way firms continuously conduct their operations.

At the same time, firms are more dependent than ever on third party platforms and providers to run their day to day operations, which means the risks that used to sit inside four walls now sit across a web of vendors, custodians, and technology partners. McKinsey has pointed to this exact dynamic, noting that the growing reliance on multiple systems and outside providers has raised the operational risk burden across the industry.

Layer in a talent market where experienced operations professionals are harder to find and harder to keep, and you get fewer natural checks happening simply because fewer seasoned people are in the room. A culture of control has to fill that gap, because a shrinking team cannot rely on tribal knowledge the way a larger one once could.

**What It Looks Like When It's Missing**

The absence of a control culture rarely announces itself with an alarm. It shows up quietly, in ways that feel manageable right up until they are not.

- A single person who always saves the day. Every firm has one. It feels like a strength until you realize the firm's controls actually depend on that one person never getting sick, never going on vacation, and never leaving.
- Reconciliations that are always perfectly clean. That can be a great sign, or it can mean nobody is really testing them and exceptions are getting smoothed over rather than resolved.
- Workarounds that live in someone's inbox or spreadsheet instead of a documented process, so the fix disappears the moment that person moves on.

FTI Consulting's research on risk culture makes the stakes concrete. In today's regulatory environment, a good risk culture is no longer a nice to have, it is a strategic imperative, and the firms that consistently prioritize growth over controls are the ones facing the most severe consequences from regulators.

**Three Places to Start Building It**

Culture is not built with a memo. It is built through the everyday design of people, process, and oversight. When we sit down with a client to look at how their operation actually runs, these are the three lenses we use.

**People**

- Do staff feel safe raising an exception, or do they feel pressure to quietly make it disappear before anyone notices?
- Is there a genuine second set of eyes on every control every day, not just when volume spikes or an audit is coming?

**Process**

- Were your controls designed around what could realistically go wrong at your firm, or copied from a generic template?
- When something does break, is the fix documented so it cannot happen again, or is it patched once and forgotten?

**Oversight**

- Is it clear who owns a control before it fails, not just after?
- Are managers periodically testing the controls themselves, or simply trusting the report that says everything is fine?

**Where This Shows Up in STP's Work**

This is the thinking behind how we built STP. Our middle office and managed services work is not simply extra hands on a keyboard. It comes with segregation of duties, documented workflows, and daily oversight built in, so a growing firm is not relying on one person's memory to keep trade settlement and reconciliation running cleanly.

Our ComplianceAdvisor and outsourced CCO services exist for the same reason. A compliance program is only as strong as the culture behind it, and our job is to help embed that discipline into a firm from day one rather than bolt it on after an exam finding.

Fund administration works the same way. A shadow NAV is not a duplicate cost, it is an independent check, a genuine second set of eyes rather than a firm simply trusting that its own numbers are right because they have always been right before.

In every case, our goal is the same. We are not just handing a firm software or additional headcount. We are bringing the muscle memory, the reflex, that a real culture of control requires, so a growing firm does not have to build that reflex from scratch while also managing daily cutoffs and client deliverables.

Control is not a cost center, and it is not a set of hurdles standing between a good idea and getting it done. It is the quiet discipline that lets a firm grow, change platforms, launch new strategies, and still sleep well at night.

The firms that build this discipline into their everyday culture, whether entirely on their own or alongside a partner who has already built it, are the ones that will earn and keep the trust their clients place in them. In this business, that trust is the whole game.
